You can use the dynamic option to control whether the time entries should be rearranged to match the selected time every time the menu is displayed. Default is true.

To disable the dynamic feature and make 12:00 AM the first item in the list, you should use { dynamic: false, startHour: 0 } as the options object when initializing the plugin.
